of Nicaragua. Buneau-Varilla and the Seligmans had won : the ocean linking
canal would be built through Panama. At least if another obstacle could be
removed. Almost as soon as the Panama route had won consensus approval in
the US Congress, the Colombian government retracted from its earlier
position to grant the rights-of-way. This may have only been a tactic to
negotiate better terms, but the Seligmans and Buneau-Varilla would not
engage that discussion. If the Colombians would not grant the Americans a
way through the Isthmus of Panama for a project which had already cost $400
million, Panama would separate from Colombia. ...
