The Rutter Circular and war with the Empire Transportation Co … five major pipeline companies made an agreement with the four principal railroads (New York Central, Erie, Pennsylvania and Baltimore & Ohio) to raise official freight rates of oil almost to the level set in the days of the South Improvement Company and to grant a rebate of 22 cents on oil coming from the five major pipeline systems.
